This promo card has been given out in a number of small conventions at Wizards of the Coast booths shortly after the release of Eye of Judgment, including the 2007 London Expo. It is available in a number of different languages, including French and Japanese.
In-game, this card functions exactly the same as the standard Bewitching Elf Archeress Card - the only differences being the new art and Promo label.
This card is still quite rare, and currently sells for about $30 on eBay. This is likely to drop in the future as the card becomes more widespread, depending on distribution.

I like the art on this so much better than the one from the set.

Yeah, the art on the original card is pretty weak, which is a shame, since the card itself is so cool.
